These changes will go into effect on September 1st, 2017.
The monthly maintenance fees are due on or before the 1st of each month. If payment is not made on time, a late fee of $20 will be charged to your account for each month that payment is late.
The monthly maintenance fees are used to pay for the vendors who provide services to the community. These include but are not limited to common area landscaping, common area structures / gate maintenance, common area utilities– water / sewer / electricity, common area insurance, as well as trash service and water service for the residents. Along with these services, Upland Place contracts for a full-time professional property management company to handle daily operations, financials, and bookkeeping.

Trash day is every Tuesday and Friday. Trash must be placed in sealed bags (not to exceed 50 pounds) or sealed containers (not to exceed 95 gallons). Trash cans and bags shall be kept inside the garage or home until pick-up day or the night before. Trash may be placed at the designated curbside of each home ON TRASH PICK-UP DAY OR THE NIGHT BEFORE ONLY. Trash and trash cans shall not be stored outside a home or on a balcony. All common areas shall be kept free of refuse, debris and other unsightly materials. Please refer to Texas Pride Disposal's website for full collection guidelines.
Tree, shrub, and brush trimmings must be piled neatly curbside in individual piles not exceeding three (3) feet in length by three (3) feet in width by three (3) feet in height, and branches may not exceed six (6) inches in diameter. As part of normal collection, Texas Pride Disposal does not pick up dirt, rocks, bricks, concrete, or any materials or items deemed hazardous materials or waste generated by a private contractor. Bulky waste will be picked up either scheduled day and must also be located at the curb. Refrigerators and freezers must be drained of Freon and have a bill to validate such service was performed. For special collection other than normal amounts of residential refuse, yard trimmings, or bulk items (a “Special Collection”), if notified in advance Texas Pride Disposal will meet with the resident prior to collection day to negotiate a price. If the scheduled collection day falls on any of the following holidays, the normal services will be resumed the following scheduled collection day. Holidays are: New Year’s Day, Independence Day, Thanksgiving Day, and Christmas Day. If a residence is missed due to Texas Pride Disposal’s negligence, Texas Pride Disposal will pick up said residence within twenty-four (24) hours of such notice. A missed collection due to causes beyond reasonable control of Customer or Texas Pride Disposal will be collected on the next scheduled pick-up day or as soon as possible when conditions are safe to resume service. Recyclable materials will be picked up every Friday at curbside. Each household will be supplied with one 18-gallon recycle bin. Lost, stolen, or additional recycle bins can be purchased for $12.00 plus applicable sales tax. Alternatively, old recycle bins, containers clearly labeled recycle, or bags or boxes can also be used to hold recyclable materials. To request a recycle bin, please contact our Property Manager. Approval from the Architectural Control Committee must be received prior to the commencement of any modifications to the exterior of your home including but not limited to paint, lighting, structural, or landscaping changes. Upland Place has adopted pet restrictions in addition to the City of Houston ordinances. Permitted house pets are limited to domesticated dogs (gentle in disposition), cats, caged birds, and aquarium fish. Subject to the Rules, an owner (and a tenant with such owner's consent) may keep in a home up to two (2) permitted pets (other than aquarium fish). Due to limited guest parking spaces within the property, at least one (1) vehicle must be parked in the owner's garage. STORAGE OF PERSONAL PROPERTY OR OTHER ITEMS IN A GARAGE, WHICH DOES NOT PERMIT VEHICULAR PARKING IS PROHIBITED. All residents must use their garage for parking passenger vehicles. For example, if a resident owns one (1) vehicle, it must be parked in the garage. If a resident owns two (2) vehicles, one (1) vehicle must be parked in the garage. No garage may be converted to any use that prevents the storage of a vehicle. No garage may be converted or used for living or business purposes. Additional vehicles may be parked in guest parking, on a "first come, first serve" basis, provided they are being driven on a regular basis (at least once every 48 hours). Guest parking may not be used for the storage of vehicles. No vehicle of any kind may be parked, stored, or otherwise permitted to remain at anytime on grass or any other similar portion of any lot of any area within the community not intended customarily for use of parking vehicles, or in a slanted or diagonal manner across any driveway or other designated parking space, in such manner as to obstruct or impede sidewalk, driveway or street access or usage, or in such manner that any part of the vehicle extends into any part of any street or common drive. Any damage, lock replacement, or loss of keys associated with individual mailboxes are the sole responsibility of the homeowner. For issues regarding your mailbox, please contact the United States Postal Service local office at 9320 Emnora Ln., Houston, TX 77080, (713) 973-0769.
Mailboxes are considered federal property, and federal law (Title 18, United States Code, Section 1705), makes it a crime to vandalize them (or to injure, deface or destroy any mail deposited in them). Violators can be fined up to $250,000, or imprisoned for up to three years for each act of vandalism. Immediately report theft, tampering, or destruction of mail or mailboxes to your United States Postal Service Postmaster.
